Complaint, conspiracy and silence of madrassa officials
Balrampur. A fraud to Madrasa appointment has come to light in Balrampur district of Uttar Pradesh, which has raised serious questions on the accountability and monitoring system of the Minority Welfare Department. The matter is to Madrasa Jamia Anwarul Uloom located in Nagar Tulsipur, where appointments were made by ignoring the rules during the emergency period like lockdown.
In the matter of appointment to the post of assistant teacher in the deceased dependent quota, the big game of Madrasa and Madrasa Board officials has come to light, Tulsipur resident Mohammad Hasan Raza was to be appointed to the post of assistant teacher from deceased dependent quota, who was declared ineligible by fake means and posted him on the post of junior clerk, another one was appointed by showing fake meetings regarding the assistant teacher during the Corona period. After receiving a complaint about the matter, the Deputy Secretary, Uttar Pradesh Government took cognizance and directed to file a case against the three and a case has been registered against these three. An investigation has been initiated at the government level against the then Registrar Madrasa Board and Minority Officer regarding the entire matter.
Social worker and complainant Mohammad Imran said that the deceased has been continuously complaining since the year 2020 to the higher officials of the Madrasa Board, including the minority officer, regarding fake appointment from the dependent quota, that during the Corona period (lockdown), someone else was fraudulently appointed to the post of teacher and Hasan Raza was forcibly shown the post of clerk. After some time, he also came to know that the local madrasa management had forged his signature and sent a notarized affidavit to the board, showing that he was ineligible for the post of teacher. The complainant says that he had complained about this fraud at the time of appointment itself, but his complaints were ignored at the then District Minority Officer and Madrasa Board level.
Secret revealed after five years
After about five years, when cognizance of the matter was taken at the government level, the signatures on the affidavits were examined by the Forensic Science Laboratory. The report made it clear that the disputed signatures were not those of Hasan Raza and the fake affidavit was written by the Madrasa clerk Aziz Ahmed Ansari himself. As soon as this conclusion was reached, an FIR was registered in Tulsipur police station against Madrasa Principal Meraj Ahmed, Clerk Aziz Ahmed Ansari and others. However, no one has been arrested so far.
Action after petition in court
Tulsipur resident Mohd. Imran complained about the entire incident to the government and took refuge in the court. After this, an investigation was conducted at the level of Deputy Secretary, Uttar Pradesh Government, in which fraud was revealed and instructions were given for FIR. After the FIR, questions were also raised on the role of the then District Minority Welfare Officer and the then Registrar Madrasa Board. That when fake documents reached the Board and complaints remained pending for years, was all this possible without departmental protection? Can the system escape its responsibility by taking action at the madrassa level—or will the heat of investigation reach the top?
Regarding the matter, Director Minority Welfare Ankit Aggarwal said that a legal investigation is going on at the government level regarding the role of the then Registrar Madrasa Board and District Minority Welfare Officer.
