PCB gave this clarification for not putting the flag

Let me tell you, before this, when there was a ruckus at the Gaddafi Stadium, there was a ruckus by the Pakistan Cricket Board. Team India will play all matches in Dubai

For Champions Toffee, the BCCI had decided not to send Team India to Pakistan. After which the ICC shifted all the matches of Team India to Dubai.
